Can I, the applicant, withdraw petition and apply for B2 visa?

More details to this question:
My US citizen husband filed an I-130 on my behalf. However, I no longer wish to live in the US, can I or my husband withdraw the petition and apply for a tourist visa instead? What would be the best way to go about it? My case is already at The National Visa Center and they are requesting AOS and IV documents. Fees have not been paid yet.

Your husband can write to the USCIS to withdraw the I-130 petition. You can also write to NVC advising them that you no longer wish to immigrant. Or you can do both.
