Your boyfriend may or may not be able to return to the U.S. depending on many things but mainly on the reason behind his deportation. First of all, in order to return he must be sponsored by a family member (if he married you and you are a US citizen) or based on a job offer. If he qualified for forgiveness (waiver) for any inadmissibility ground then you would also need to file one and show extreme hardship on his qualifying relatives. If the waiver is approved, he would be able to lawfully return to the US. There are many immigration laws that come into play when someone is deported and wishes to return. I would strongly urge that you consult a licensed immigration attorney that handles cases in removal and also has experience with waivers. Please let us know if you have other questions.

Once he has satisfied the conditions of his deportation order, he can reapply for get a new visa to come to the US. Please let me know if you have any additional questions or how I can be of further assistance to you in this matter.
