Can my boyfriend who got deported come back to the US if I marry him?

My boyfriend came to the US when he was 15 undocumented. In 2014 he was pulled over for driving to work and not having a valid driver’s licenses, in 2015 he had a court hearing to be removed but failed to appear. On January 2016 he had a DUI and a no contact order placed so he couldn't come near me (I didn’t place this the officer who took the report put that in his report) he did community services, went to AA classes and took an online class. In July 2016 he had pled guilty of the charges and it was filed as a misdemeanor and had the no contact order lifted. In September 2016 we were on our way going to other state and he was pulled over for speeding, when the officer asked for his ID and mine he looked up his name and told him that he had a no contact order and that he had violated his order but that order was lifted in July 2016 when he had plead guilty of his charges. When I went to bail him out they had informed me that I had placed a hold on him. While he was incarcerated I couldn't marry him because I was already married at this time ,I'm already divorce my question is can I bring him back to the US if I petition for him or what's the steps or does he have to wait 10 years. Also prior to all this he was arrest for public intoxication in 2008 and then in 2009 he had a public intoxication and the officer stated that he had resisted arrest, he did community service for this occasion as well but other than that’s all he's done since he's been here since 15.
