Can my Father Adjust Status if He Entered US Illegally

My father entered the US illegally and has been in residing in the US for over 10 years with TPS (Syria). I recently filed and was approved for an I-130 on his behalf. Since the recent SCOTUS decision determined that TPS does not create a legal entry is there a means to obtain the adjustment of status? My mother is currently a permanent resident (Green Card) should I apply a hardship waiver on his behalf? I've considered applying for advance parole through his TPS and have him renter the country in order to obtain a qualifying "legal entry" but I have read an advisory note from USCIS that they no longer consider parole entry as actual entries. Any advice on the appropriate course of action would be appreciated.
