Being engaged to become married does not create any legal obligation to become married. Although not clear from your question, note that if a person enters the U.S. with a K-1 fiance/fiance visa, that person generally will not become eligible to stay in the U.S. and file to adjust status to become a Permanent Resident based upon marriage to a spouse other than the one specified in the K-1 visa application process.

Yes, but if she entered the U.S. on a fiance visa she has to return to her home country before she can marry a U.S. citizen and immigrate to the U.S.

She cannot marry anybody else if she entered the US on a K-1 visa. She has to leave the country .
