Can my husband file a green card petition?

More details to this question:
If my husband is unable to show proof of income for 2014 - 2015 but I can as I am a j1 visa holder earning $40,000 pee year can he still file a green card petition for me? Also my brother who is a us citizen is willing to provide an affidavit of support if necessary. We are a 3 member family as my husband has a son from a previous marriage.

Your spouse could petition for you even if he did not earn income from 2014-2015. He would still be required to file an affidavit of support on your behalf. Your income may be used to the requirements in certain situations. Your brother could be a joint sponsor if necessary.
