I wanted to know if my husband could petition to give me papers even though he has felonies.

Generally a U.S. citizen may succeed in sponsoring a spouse to become a Lawful Permanent Resident (to get a "Green Card") notwithstanding the citizen's prior criminal arrest/conviction history, even if that may include two felony convictions.
