Can my mom help my sister get a green card?

More details to this question:
My mom is 59 years old and has a green card for the last 13 years. She is currently receiving money from the social security because she is disabled. My sister is a single woman, 36 years old. Thank you!

If your mother is a US citizen or a US permanent resident she can petition for your sister (her daughter) but the wait is going to be about 5-8 years.

Yes, a green card holder can file an I-130 visa petition for her unmarried daughter. The fact she is on social security has no effect on the I-130. It might have an effect on the latter portion of the case, when it comes to the Consulate or adjustment of status.
