Your sister, even if she gets her green card on the basis of marriage, will only be able to petition for your mother once your sister becomes a US citizen. Your mother will be able to petition for you if and when she becomes a permanent resident but only if you entered the US lawfully. If you entered the US unlawfully, you can not adjust status to permanent residence within the US under the current immigration laws.

Only a citizen can petition a parent. Your mother can petition you as a resident but it takes years.

If your sister marries and is sponsored by her USC spouse she will likely be a Permanent Resident ("PR") in about four months. Two years and 9 months after that she can apply to become a citizen herself. Once she is a USC she can petition for your Mom. If your Mom is here and has a legal entry into the U.S. or 245(i) eligibility she can herself become a PR. Once your Mom is a PR she can apply for you but it would be in the FB-2b category most likely as you will be over 21 at that time. This is backlogged several years.

It will take some time. After your sister gets her permanent residence (about 6-7 months), she needs to be a PR for 2 years 9 months and still married to her husband to file for citizenship. Citizenship takes about 6 months. She can then file for her mother for permanent residence (6-7 months). Your mother can then start the petition for you as an FB-2B, adult unmarried child of a permanent resident, with a worldwide priority date backlog of about 9 years.

Yes, once your sister becomes a US citizen which may take 3, or more years, she can sponsor your mother. Then, yes, your mother can sponsor you. If you are unmarried, it is currently taking approximately 7 years for that sponsorship to be of value. Thus, your plan, if things go smoothly, will take 10, or more, years. You may find it beneficial to talk to an experienced immigration lawyer.
