Can my stepfather petition both my mom and me at the same time?

More details to this question:
I'm 17 and will turn 18 in less than one month, my parents married when I was 16, my stepfather has become an US citizen last month, and according to his lawyer, my stepfather has to apply for a green card for my mom, and then the only way I can get the green card is through my mother after she gets her green card. Is that true? Isn't there a way for my stepfather to petition my mom and I at the same time since I'm under 21, and they married before I turn 18?
