Can my stepmother petition for her mother?

More details to this question:
i forgot to ask,since my stepmom doesnt work can she still petition her mother and husband and use my income and my half sister's income since we all live in the same house or does my mom have to be working to petition them?we would like to know so that we can plan for her to just stay home and care for our brother with autism or she keeps her job and my sister cares for our baby brother until our family is reunited.

Your step mother can petition for her mother even if she is not working. In this case, she would need a co-sponsor.

Yes. Your stepmother can petition for her mother even if she is not working. However, someone (family relative, friend, etc.) will have to agree to sign and file an affidavit of support for your stepmother and her mother. This can be you, your half-sister or anyone else. If they meet the financial requirements for the affidavit of support there should be no problem. I strongly suggest that you contact an experienced immigration law attorney for a face-to-face consultation and give him/her all of the facts surrounding your stepmother's case. He/she would then be in a better position to analyze the case and advise you of your options. The attorney will also be able to provide you with guidance so as to streamline the procedures and assist you in making sure everything goes smoothly.

She can petition for her mother, and thus, she will be the petitioner. She, along with whomever else has sufficient income can be joint sponsors. The joint sponsor can be anyone who is a US citizen or US permanent resident.

Your mother can petition for both her mom and husband. To petition for her mother, however, she must be a US citizen. If she doesn't make sufficient income to meet the financial requirements, she can use up to two joint sponsors to satisfy that requirement.
