Can my unemployed boyfriend be given a visa?

I am a green card holder and my boyfriend of 3 years, is currently in Doha. He is there on a work permit. He's from West Africa. However, he lost his job due to contractual disagreement. I was to fully sponsor him. My question is can he still be granted a tourist visa over here if he has no ties to that country?

Probably not. First, he needs to apply from the country he is a citizen of, and second he needs to demonstrate that he has sufficient ties with that country so that he won't stay in the US. But if you sponsor him for a K1 visa, than he can come.
