Can someone have access to the deportation list?

My friend was told by a friend of his that he saw the deportation list and his name was on it. Can anyone have access to the list or is this person making this up? Dont people usually receive a deportation letter before immigration actually comes looking for you?

Yes the government usually sends a letter about deportation proceedings.
