Can someone living abroad travel to and from the U.S. as a tourist while waiting for a green card applied? He has a 10 year tourist visa.

Yes, that's possible. One can certainly apply. A consul could speculate that since you're an intending immigrant, you would not leave, but other consuls might believe you are genuinely going for a short visit.
