Can US citizen apply cr1 for spouse while on welfare?

More details to this question:
I lost my job. I already applied for my husband I-130.now I am thinking to get any of these benefits mentioned above, which can help me until I can get the job again. I am wondering if this can stop deny, or slow the visa process of my husband?

It would be difficult as you need to sign the I-864 affidavit of support showing that you earn 125% of the HHS poverty guideline for your family size. You may need a joint sponsor. I would advise that you consult with an experienced immigration attorney.
