Change J1 to F1 visa

More details to this question:
I'm an J1 student of A University. I want to transfer to B University which only accepts F1. I plan to change visa status from J1 to F1. During the time of changing, can I study at B University if it provides I-20? Is that legal?

You could not study at B University until your change of status was approved and in effect. If you would like to begin your studies sooner rather than later, you would need to depart the country, apply for an F-1 visa, and re-enter the country using that visa.
