CHILD'S RIGHT TO PARENT

IN 2009 I LEFT THE STATES AFTER 27 YEARS TO SEE MY DYING FATHER IN ENGLAND. MY GREEN CARD WAS STOLEN THE NIGHT I LEFT. WHEN I WENT TO THE EMBASSY A YEAR LATER THEY SAID I WOULD HAVE TO START AGAIN. IT WOULD TAKE ABOUT 9 MONTHS. MY SON WAS 15 WITH ONLY ME AS HIS PARENT. THEY DIDN'T CARE. IT TOOK FIVE AND HALF YEARS AND THE SUICIDE OF MY 15 YEAR OLD SON (WHO WAS 20) SO I COULD COME HOME. WE FILED ALL PAPERWORK. WE WERE APPROVED. NOW THEY ARE SAYING THAT MY OLDEST SON DOESN'T MEET CRITERIA FINANCIALLY, EVEN THO THEY APPROVED HIS SAME FINANCIAL STATUS LAST YEAR, THE YEAR BEFORE AN THE YEAR BEFORE THAT. CAN YOU PLEASE..PLEASE HELP US
