Citizenship.

More details to this question:
Hi. I've been in the United States, Maryland Since I was 12/13 Years old. I'm 20 years old now. I went to middle school and graduated high school here. I also went to college for about a year. My visa expired about 2 years ago. I heard that Obama passed a law that if people from another country came to the U.S when they where 13 years old they could became a citizen. I would like to know if that's true, and what should be my first step.
