More details to this question:
I have been a legal permanent resident for 15 years. Back in 1968 stayed with my tourist visa for a longer period of time and received a removal order. I went in front of a judge and he gave me the option to leave on my own which I did. Every time I travel outside the US and come back they look into this issue and let me in after they review my papers. Could I still apply for citizenship? How do I complete the question about deportation in the naturalization application? Could I be denied based on this issue?
I suggest you consult with an experienced Immigration Attorney in your area and explain to them the gist of the order and the surrounding circumstances.
