Criminal record/ Federal background check

More details to this question:
I was smoking marijuana in the park alone. I saw the torch lights and understood that police is coming. I threw the joint and put it out but it was still smelling. They asked me questions like where I am from, what am I doing in San diego. I refused that I was smoking. I am on visitor visa and I gave them my foreign DL. They wrote down my information but they didn’t give me any ticket. They said nobody will see this report except them. Now I’m applying for green card thgrough marriage. Can somebody detect this in my records? Also I had medical marijuana card 3 years ago which is not valid today. Can USCIS doctor or themswlves find that I was smoking weed?

One of the questions on the green card through marriage application is whether you were arrested or charged with any crime in the United States. If you were arrested or charged with possession of marijuana, then you should answer yes. If you were not certain whether you were arrested or charged with possession of drugs, then it's best that you retain counsel for advice.
