Do I have grounds for petition to reopen or to reconsider?

More details to this question:
I sister USA Citizen, I am New Zealand Citizen. She applied for me F4 - Brothers and Sisters of US Citizens visa, I got invitation for applying visa, I paid Fees and submit application after that I withdraw my petition, can reopen that petition? If yes then What is the likelihood of success in my case? How much do you charge for your services? Is it possible, I will come USA on visitor visa and process file from there? My sister and whole family in New Jersey, I am living in New Zealand.

you may be able to reapply for an immigrant visa based upon the approved petition filed by your sister. When did you file the visa application? When did you withdraw the application? Why did you withdraw the application?
