Do I have to state a foreign citation on my naturalization form?

More details to this question:
When I was abroad last summer I got caught shoplifting. The police came, didn't cuff me, and took me down to the station.At the station I presented my passport and was told to wait in a holding cell. I paid a fine and was released. I'm not sure if it was an arrest or just a citation. Do I have to declare it on my naturalization form?

The naturalization form requests information on all arrests and citations whether in the US or overseas. You should present proof of your payment of the fine. If there was an arrest record, you should obtain that also.
