Do I need to file I-864 together with I-130?

More details to this question:
I'm applying for my brother and he is already in the US. I know for a sibling, you have to file I-130 only if he is outside the US, but I'm not sure if it's the same if he is in the US already.

It depends. Unless your brother is presently applying for adjustment of status or an immigrant visa, it is not necessary for you to submit an I-864 affidavit of support on his behalf yet.
