Do I need to report public benefits received before October 15, 2019?

I am filing Form I-944 as part of my application for an adjustment of status through a marriage-based. My child aged 11 years old who is also applying for an adjustment of status with me had previously used SNAP and MEDICAID before October 15, 2019. (Specifically, between March 2016- August 2019). He had since stopped using both benefits. Now I am having some problems with a question in form I-944: First, "Have you EVER received, or currently certified to receive in the future any of the following public benefits?" Am I going to answer "YES" or "NO"? Second, "Have you disenrolled, withdrawn from, or requested to be disenrolled from the public benefit(s)?" YES or NO?

Reading the instructions on the I-944 form, it appears that you do not have to report your child’s use of Snap and Medicaid before October 15, 2019. In a note on page 9 of the instructions is stated, “For benefits received before October 15, 2019, you only need to report receipt of SSI, cash, TANF, General Assistance, and benefits received for longtime institutionalization.
