Do new immigrants parents eligible for Medical?

My friend petition her parents to come here in USA. Her parents want to apply for Medi-cal insurance. Does her parents qualified for free Medi-cal? Does the sponsors income counted in applying her parents Medi-cal?

Sponsored immigrants are not eligible for Medicaid. If the agency will accept an application, it has to count the sponsor's income and assets. The agency also can give the immigrants Medicaid and then charge the sponsor for the costs (sometimes it happens years after Medicaid was given, so the invoice can be in hundreds of thousands of dollars).
