Does derivative beneficiary need to file I864?

More details to this question:
My visa number came up through my brother (petitioner). I qualify for an exception of the I864 because I have enough credits with the social security office from my own work. I support my wife but I don't know if I fill out the 864 on her behalf or is my brother who files for her. My brother just lost his job.

Your brother must file an i-864 for your wife regardless of his employment status because he is the petitioner and sponsor for the case. However, your wife will need to find a joint sponsor for her case, because you cannot be a sponsor for her unless you are a resident or citizen of the US.
