Does processing time start from the day an I-130 application is submitted and ends when a green card is received?

More details to this question:
I am a female who does not live in the United States and trying to get married with my boyfriend in California who is a green card holder but not a citizen yet. Checking many websites and former questions listed here, "processing time is currently 2-3 years" etc. What do you mean by "processing time"? Is it from the day he submits I-130 and I get a green card to live in the United States?

Yes, although now, for the month of August 2013, the priority date is current for spouse of green card holder category so if a petition is filed in August and you are in the U.S., you can actually submit the petition I-130 and your application for adjustment of status concurrently.

When the I-130 is filed, that is when the priority date is set.

Processing time is the period between the date on the I-130 receipt and the date when a visa number becomes available for approval of the I-130.

Yes, processing time means from the time I-130 is submitted to issuance of green card.
