Does residency count when an individual is on a student or tourist visa?

More details to this question:
If an individual from Mexico has been coming to the US on a F1 Student Visa (for some time) and a tourist visa (for the remaining time) every six months, then returning to MX for a couple months, would the time spent in the US legally on those visas be time counted towards the required 5 years for residency? PS - if it does count towards residency, this individual would be here for a total of 2 years and 1 month so far. (6 months on a Student Visa, and the remaining on a tourist visa)

It is not clear what you are asking about. Are you attempting to become a lawful permanent resident? If so, there is no path to lawful permanent residence simply by being here for five years. You can read more about obtaining residence at http://myattorneyusa.com/immigration-to-the-usa.
