More details to this question:
i am a dv 2013 lottery winner . I was denied a visa after the interview at the ebassy because while i applied for the lottery in 2011 i never included all my children who were under the age of 21 which were in 4 in number rather i included only one the reason being that the rest of the 3 were in boarding schools so i could not easily get their pictures. so they said i had been automatically disqualifed . Is there a remedy to this? Could i use the visa waiver program

There is no recourse for the denial other than to apply again.  The visa waiver program is only for non-immigrant visa travel (temporary tourist visits, etc.).
