More details to this question:
My uncle was deny at the USCIS consulate in Cd. Juarez, Mexico. He was given a letter 212 (a)(6)(C)(ii) Immigration fraud and misrepresentation that happen about 20 years. He provided falsely documents presenting himself as US citizen. Will the form I-601 will be the correct for Waived. Thanks

Falsely claiming U.S. citizenship is a permanent bar to admission. There is no waiver for falsely claiming U.S. citizenship.
