If he has his I-94 card you should have no problem applying to adjust his status to permanent resident based on his marriage to a US citizen (I'm assuming you are a US citizen). The tax ID number won't help. I can represent you in filing all the necessary forms. I charge $2,500 for that service, including attending your adjustment interview with you.
