H1 B transfer with exgtension in progress

More details to this question:
My current H1b is expiring by Mar 2016. Current employer already filed my extension in October -2015. How long will it take for the approval for extension under normal processing? Can i do a parallel H1 transfer before Mar 2016? Also what will happen after Mar 2016 when my I94 expires? Would i be still able to transfer with I94 expired and extn in progress?

It is currently taking USCIS approximately seven months to process an H-1B extension of stay. You may remain in the country and continue employment for up to 240 days while the extension is pending.
