H1B is approved & employer refused to share the petition number or copy

Hi, I resigned my company last year & came to US on H4 Visa. I had my H1B petition approved with my employer(Approved from Nov 2012 till Nov 2013), I had not gone for stamping. So I do not know my Petition Number or Receipt Number. My H1B is eligible for CAP EXEMPT. I wanted to transfer my H4 to H1 using my approved Petition Number. But my employer is refused to share petition copy or receipt number with me. Is there any other way to get my Petition Copy?
The employer is not obligated to provide that information to you. It is the employer's petition. You are simply a beneficiary. You may be able to obtain a copy through a FOIA request.
