More details to this question:
Hi, my H1B registration was filed using an Indian passport. Lets say I am selected for the lottery but I now change my nationality and get a new passport(different from the one I used to register for H1B) before petition filing. Does this affect my lottery selection and petition? Will they accept my new passport and stamp H1B in the new passport?

The question for USCIS is whether this is the same person. When the petition is submitted, an explanation will have to be attached and should be accompanied by copies of data pages from both passports. USCIS does not stamp visas into passports – that is the assignment of the US consular offices overseas if and when a petition is approved and you travel overseas for a visa appointment.
