H4 to F1 Change of Status

More details to this question:
I applied COS in US and currently in process for more than four months. My semester starts next month fall 2015. My current visa expires shortly. 1) How long can I wait, can I travel to near by countries instead of my home country? (am aware I can stay upto 240 days after my I-94 expires until I get decision). 2) How can I renew driving license 3) I raised service request for my case with USCIS customer service centre and got reply that my case is in adjudication division and they will try to process in expediate fashion, but still no [progress what are the alternatives your valuable inputs highly appreciated at the earliest.

Unfortunately as you know by now, U.S.C.I.S. does not expedite an application just because your semester starts next month in fall 2015. You can stay in the country until you obtain an adjudication from the agency. You can also go to school as long as the school is willing to allow you to attend. Renewing the driver’s license depends upon the rules of the particular state. It is usually not a good idea to travel to 3rd country consulates to obtain an initial F-1 visa.
