How can I bring my adopted brother here in the US?

More details to this question:
I was born abroad. I am a U.S citizen. My brother was adopted at the age of 18. My father raised my brother from a newborn he was given to us by his mother who was too poor to take care of him. I was under the age of 16 when my brother was adopted. I went to lawyer that told me because my brother was adopted at the age of 18 there was no way for him to come to the U.S. I was looking at the US immigration web site and I see this line: "If you and your sibling are related through adoption, please also submit: A copy of the adoption decree(s) showing that the adoption took place before you or your sibling (the adopted child) became 16 years old". Does this mean I can get my brother here? He is 32 years old now.

Your brother was 18 years old when adopted. The US law says he had to be 16. It means that you cannot sponsor your brother. Maybe there are other ways for your brother to come to the US.

A sibling visa petition can take 10-20 years or longer and is the slowest possible way to bring someone here. There are many other faster non-immigrant and immigrant visas available. Feel free to contact our office and I'd be happy to meet with you to go over the many options.
