how can I expedite my mom immigration case ?

I am a US citizen my mom arrived to the the US on 03/31/2023 on tourist visa , i talked to a lawyer and he told me to wait three months then apply for the I-130 , now it has been year and 9 months and i have not heard any thing back from the USCIS , every time i ask a lawyer they tell me something different . when i was told it should not take more than 9 months.
