It depends on the size of your family. Check the federal poverty guidelines.

It depends on the size of her household. If it is just her, she would need to show an annual income of about $20k in order to qualify as a sponsor.

A US citizen can apply for a sibling. The process takes about ten years but you will come with your immediate family, children under 21. She should apply. The money for sponsorship will come up in ten years - not now.

Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. I strongly suggest that your sister contact an experienced immigration for a face-to-face consultation and give him/her all of the facts surrounding your situation. He/she would then be in a better position to analyze your case, advise her of your options and make sure that the necessary paperwork and documentation is presented so as not to delay the process.

If your sister is a US citizen she may file an immigrant visa petition on your behalf, but it will be many years before a visa is available to you. You can review the Department of State Visa Bulletin. You may want to explore student, employment, or investment options.

It will take at least 10 years for you to get your green card. The affidavit of support issues will come up then.
