How can I get married to an immigrant?

More details to this question:
My boyfriend came to this country on a student visa. It has expired and he has not been in school in a while. His id has expired and they won't let him renew it as his visa is expired. We want to get married what do we do? Do they require an ID to get married?

Generally, a birth certificate is sufficient. The form of identification required to obtain a marriage license is dependent upon which state you live in. If he has a valid passport and a birth certificate, these will probably satisfy the requirement.
