How can I get my sister to the US?

More details to this question:
My family is attempting to get my sister to the US. I was told that I need to write a petition to get her in. Does this sound correct? How do I find a qualified immigration attorney to help us?

A U.S. citizen may petition for a sibling in the Family-Based Fourth Preference (FB4) visa category. Unfortunately, it may take 15 - 20 years or even longer for a visa to become available to a person in a newly filed case in this category, and during the wait the foreign national sibling would not be eligible to come to the U.S. or to work in the U.S. unless with certain other nonimmigrant visas.
