How can I get my son again or get a custody arrangement?

I am not a US Citizen or resident. I have a visa to come to the US that expires next year. I live and work in the DR. I have not seen my son (US citizen) in 5 months. My former partner (US citizen/ DR ) does not allow me to see my son. I do not know where they live.

Your question is not a matter of immigration law but rather family law. You could file a court action seeking custody and/or visitation. The problem is that you will need to locate your child and former partner. To have jurisdiction in such cases, most courts require the child to live in the area where the case is filed. Your former partner will also need to be served. I encourage you to consult a family law attorney.
