How can I legalize my father?

More details to this question:
I am currently serving in the U.S. Armed Services and I came for several reasons one of which was to make my dad legal. What can I do to start this process? What are the requirements, fees, and what can I do to combatant the current immigration laws?

USCIS is currently accepting I-131 applications to request Parole in Place for immediate relatives of military personnel. If USCIS approves your father's application for PiP, then your father's entry into the United States will be considered legal and he may become eligible to apply for adjustment of status based on an I-130 filed by any child who is a US citizen and at least 21 years of age. If your father's last entry into the US was legal, he may be eligible to apply for adjustment of status immediately, without requesting PiP, as long as you or any other child can petition for him.

If your father entered the U.S. lawfully and overstayed, he can legalize his status within the U.S. If he entered the US unlawfully, however, under the current immigration laws, he is not able to adjust status to permanent residence within the U.S.
