How can I sponsor my son when I have joint custody

More details to this question:
I am a Canadian resident. I wish to sponsor my son (currently 17 )and he will be coming to live in Canada when he is 18 but immigration stuff says I have to have sole custody. When he actually comes here he will be of legal age as he will be 18. I have joint custody and he spends school year with his dad in wisconsin so I am confused as to how to sponsor him as I need to send paperwork in soon since it can take 17 months to go through. Your menu only lets menu select states and not provinces
