Most consulates will provide some type of ID - either passport or matricular consular or comparable ID document with a birth certificate. Does he have a school photo or some ID his parents can send him from back home? If you want to contact me to assist you I would be happy to.

To whom it may concern: To obtain a marriage certificate, you will need to go to your local government office that handles marriages, such as the County Recorder's office. After you obtain your license, you will then be entitled to legally marry. In order to obtain your husband's green card will require additional consultation. If you would like to schedule a consultation, please contact my office.
