I applied for K1 visa for my fiance. Now the marriage will not take place because I changed my mind based on his inappropriate manner and abusive behavior during our relationship. Where and how can I give notice to USCIS or ICE?

You will need to notify the USCIS at the address on the receipt or approval notice (Form I-797C). You will also need to notify the U.S. Consulate where he would have applied.
