How do I get a birth certificate?

I was raised in az in the junivile system, I was told my parents died in a car acident when I was a baby. I was issued a Social number by the system, but no birth certificate.I have wriiten and tryed everything to get one, cause now I have been told my number S.N. belongs to some one else. and my Driver lisence has been cancelled until I can show a birth certificate or S.N. card.
