Absolutely you will need to mention this and obtain a certified copy to include with your green card filing even if the record is from when you were a juvenile and is sealed. I suggest an immigration attorney guide you through what to submit and to advise if the record itself will pose a problem to your obtaining permanent residency and whether a waiver will be required.

If you were arrested, you were arrested even if you were a Juvenile. You can seal your record but that does not take away the fact that it happened. Most likely, your juvenile record will affect you since it is not consider a conviction for immigration purposes.

Juvenile infractions are not crimes under immigration law.
