You can contact the US Embassy in the home country. Just because you give up your green card, however, does not mean that you will be granted a visitor's visa.

File a Form I-407 either with the Department of Homeland Security here in the US or with a US Consular Office abroad. They will process your request and should provide you copies of everything. Applications for US tourist visas must be presented at the US Consulate. Different Consulates have different applicatiob procedures so make sure you know what to do based on the particular requirements of the Consular Office through which you will make your application. The Department of State has a really informative web presence and you should be able to easily find the answers you need. Good luck.

You should file I-407 form. If You are in US, you can approach local Immigration and Enforcement Agency. If you are outside US, you should go to your local US consulate.

You can do this by abandoning your residency.

You can always make the request to abandon your residency or just do it. There is no guarantee that you will get a temporary visa. You should consult with an attorney in person since there might be an alternative.

You can sign Form I-407 at a Consulate or with CBP in the U.S. if the local office agrees to execute it.

If you are out of the US, you normally want to contact the US consulate in your jurisdiction. If you are in the US, you can contact DHS. For DHS, you can go to www.uscis.gov to select the proper form and contact information.
