A petition for a sibling of a US citizen takes about 12 years before a visa is available allowing you to immigrate (you as the child of the sibling of the US citizen can only immigrate with your father as long as you are under the age of 21). So, it is not only the I-130 that needs to be approved, it is only the visa priority date that has to be current for that preference category. It appears that your uncle, possibly a US citizen filed petition for your father, his brother. Depending on the country where you are the petition, under F4 Fourth preference family category [Sibling of US citizen] will take generally about 12 years.to be approved. If you are from Mexico or Philippines, it will take considerably longer. So, if the petition was filed in 2010, it is going to take a lot more time before it is current. If you and your father intend to come to the US within a much shorter period, then, you must consult with an experienced immigration attorney to explore your family's eligibility to come to the US with a number of either nonimmigrant or immigrant visas.

It depends upon which country you are from, but sibling visas can take decades to become available. If your father or uncle is not able to survive by the time that the priority date is current, then there 'may' be hope. As a result, I strongly recommend an appointment with a competent and experienced immigration attorney.
