It takes about 10-12 years for a visa number to become available for a sibling of a US citizen petition, even if the petition is approved within a year.

It will be a significant amount of time before the I-130 is approved, and even longer before a priority date becomes current.

A sibling case takes about ten years to become current. It will be processed by the Department of State about a year prior to the visa becoming available. Be sure that the US citizen advises of any change of address.

USCIS could decide the I-130 in a year or so, but your sibling will not be able to apply for an immigrant visa for many years depending on their nationality.

It will take more than 10 years before a visa can be issued for the priority date to be current, but the I-130 can be approved much sooner.

Petition by a US citizen for a sibling is under 4th preference family category and may take about 1 year or so from filing to approval. However, a more important consideration is not how long it takes for a petition to be approved. Instead, a more relevant inquiry is how long it will take for a visa in that category to become current or available for the sibling to travel to the US.
